REQUEST FOR CONSULTANCY PROPOSALS MASTER TRAINERS FOR LEARN TO DISCERN (L2D) SRI LANKA

IREX (International Research & Exchanges Board) is inviting proposals from expert trainers to lead the adaption, delivery and oversight of the Learn to Discern (L2D) training program, based on the L2D curriculum in Sri Lanka. The anticipated award will be a consultancy contract. IREX reserves the right to withdraw this request for proposals at any time up to the award of the contract.

PURPOSE
The Promoting Positive Information (PRO-INFO) activity, funded by USAID/Sri Lanka through the Civil Society and Media Strengthening Together and Advancing in New Directions (CSM-STAND) mechanism, is implemented by IREX to support the transition of information and media environment in Sri Lanka to one that is more democratic and responsive to its citizens.
Building on the success of its Learn to Discern (L2D) methodology under MEND, PRO-INFO will roll out workshops, webinars, and training across the island, working through local partners. The webinars and in person workshops will be updated with new materials, updated examples, and new training techniques, reflecting developments in the media literacy field in Sri Lanka. IREX will work with a pool of master trainers, in both local languages (Sinhala and Tamil), to ensure effective delivery and oversight of trainings, workshops and webinars following the L2D curriculum.

Proposal Requirements​​​​​​
Interested individuals are encouraged to submit:
  • An Expression of Interest to be a master trainer on Media Literacy (500 words max)
  • Curriculum Vitae, including samples of previous work in a related field
  • Proposed daily rate (LKR)
Duties and Responsibilities
The selected individuals will be tasked with working closely with IREX staff members, partner organizations and the respective stakeholders to deliver high-quality content and an updated L2D curriculum. Specifically, this may include:
  1. Reviewing and adapting the L2D content: Review and update the curriculum, webinar and workshop materials, and to incorporate new/relevant examples, graphics, content.
  2. Facilitating training of trainers: provide continuous feedback and guidance to all citizen trainers, including through training of trainer (ToT) programs. Conduct and develop the training agenda for the ToTs for citizen trainers in consultation with the IREX team.
  3. Training materials: Develop a list of training materials required for the training of citizen trainers. This should include training materials (infographics, posters, handouts, stationery etc.)
  4. Coordinate with assigned citizen trainers: Provide necessary support to the citizen trainers as they conduct trainings for citizen groups.
  5. Monitoring and evaluating: Conduct and/or observe both webinars and workshops to identify how different community groups respond to the training format and key learning outcomes of the L2D curriculum.
  6. Co-facilitate citizen trainer workshops: The consultant will co-facilitate a series of workshops as a master trainer. The consultant will also pair with citizen trainers for workshops for citizen groups.
IREX may select multiple consultants to address the needs of the program.

Skills and Experience
IREX encourages trainers with a strong track record in conducting similar workshops/trainings, with a background in the media sector to apply for this opportunity.
  • Proven experience in designing, delivering and managing training programs, including training of trainers.
  • Expertise in updating curriculums, material and training programs with up-to-date content.
  • Ability to take the lead in mentoring citizen trainers, providing feedback and ensuring high quality of trainings.
  • Understanding of the media landscape, how it works and its impact on the public.
  • Fluency in Sinhala and/or Tamil (speaking, reading, and writing), a working knowledge of English is desired.
  • Strong communication and interpersonal skills.
  • Ability to work in a multicultural environment.

All proposals submitted must be valid for a period of not less than sixty (60) calendar days from the closing date indicated above.

Proposal Evaluation
The criteria are listed in descending order starting with the most important factors to be evaluated.
  • Relevant experience as a trainer (30%)
  • Experience in developing and updating training materials/curriculums (20%)
  • Experience in/good understanding of the media landscape in Sri Lanka (20%)
  • Fluency in Sinhala/Tamil and English (15%)
  • Price competitiveness based on daily rate provided (LKR) (15%)
Evaluation and ranking of proposals will be done by IREX in Sri Lanka. IREX may at its discretion ask for additional information or perform site visits.

Renewal
IREX reserves the right, based on availability of funding and vendor performance, to enter into subsequent contractual agreements with the winning vendor for a period of up to three years without issuing a new RFP.​​​​​​​
