Summary of Position
IREX seeks a qualified Deputy Team Leader (DTL)  to lead the anticipated five-year, $23M Millennium Challenge Account (MCA)-Belize funded Equipping Secondary Educators Program Partnership in Belize. This program aims to improve the quality of educational leadership and teaching through capacity building and providing teaching and learning resources. The Education program will cover both transforming teaching and learning at the secondary level and supporting interventions to increase access and retention for all students. 

The DTL will support the Team Leader in the management of the program and provide high-quality technical inputs to achieve program objectives.

Primary Responsibilities
  • In coordination with the Team Lead, provide day-to-day management and overall technical direction and coordination of project activities
  • Provide technical leadership in design and lead implementation of activities across all program objectives and in collaboration with consortium partners
  • Supported by subject matter experts, provide technical input in pre/in-service teacher training activities and TLM development
  • Contribute to efforts by reviewing and assessing work plan activities with the leadership team to ensure progress and achievement of desired results and impact
  • Promote team collaboration and identify synchronization opportunities across technical and functional teams
  • Develop and maintain effective working relationships with a wide range of key stakeholders including government officials, donors, implementers, private sector, among others
  • Liaise with international partners, other donor projects, and other organizations to facilitate cooperation, collaboration and partnerships
  • Manage and supervise a team of technical support staff
  • Contribute to monitoring, evaluation, and learning; program communications; and program reporting
  • Other duties, as assigned.

Primary Qualifications
  • Post graduate degree in teacher training, curriculum development, and/or education administration.
  • Minimum of 10 years of professional experience in Belize and/or the Latin America and Caribbean (LAC) region implementing complex donor-funded programs focused on secondary education
  • Demonstrated technical expertise advancing national efforts to strengthen the caliber of pre- and in-service teacher education and improve secondary education in developing countries, preferably in the LAC region
  • A deep understanding of the teacher training, and secondary education landscape in similar contexts
  • Experience in complex program planning, work planning, program management, and costing
  • Demonstrated expertise in areas such as teacher training programming, faculty training and development, improving learning environment, curriculum development, and/or development of education policies 
  • Demonstrated success in establishing strong working relationships with secondary schools, senior government officials, local educational organizations, industry, international donors, and other stakeholders
  • Proven experience building consensus among diverse actors
  • Ability to communicate effectively with internal and external stakeholders, including governments, private sector, higher educational institutions, NGOs, donors, etc.
  • Excellent leadership and interpersonal skills including conflict resolution abilities
  • Experience producing planning documents, analytical work, and reports
  • Ability to speak and write in English equivalent to a native speaker.
