IREX (International Research & Exchanges Board) is seeking consultant to deliver high-quality reporting, communications, and knowledge management products in accordance with IREX standards and donor requirements, in coordination with the Reporting and Communications team for ASAS project implemented by IREX in Jordan.
About ASAS
“ASAS” activity which is funded by USG is intended to advance national efforts to strengthen the caliber of pre- and in-service teacher education and improve Kindergarten through grade three (KG-G3) foundational and socio-emotional learning (SEL) skills across the Kingdom of Jordan. ASAS will support the development of a locally led, high-caliber early grade system, linking pre-service teacher education (PSTE) and teacher in-service professional development, with the capacity to sustainably equip over 23,500 resilient early grade teachers and educator leaders across the Kingdom of Jordan to inclusively deliver enhanced curricula, teaching, and learning materials (TLMs), and assessments to increase socio-emotional learning (SEL) outcomes to over one million students over five years, including those most marginalized, and  use research and data to learn and adapt policies and processes to maximize returns on investment (ROI).     

Background
The consultant is expected to work closely with the ASAS team to deliver high-quality reporting, communications, and knowledge management products in accordance with IREX standards and donor requirements. The consultant will support the development, review, editing, formatting, branding, and production of a range of internal and external communications products that document program progress, results, lessons learned, and impact. The consultant will also support field-based documentation and content collection activities, including the capture of photos, videos, interviews, testimonials, and other materials that showcase ASAS achievements and stakeholder experiences. The consultant may be assigned tasks as planned and deemed appropriate by IREX.

Specific tasks include
  • Conduct field visits to document ASAS activities and capture photos, videos, interviews, testimonials, and human-interest stories.
  • Draft, edit, and quality assure program reports, updates, success stories, case studies, and other written products.
  • Support data collection and information gathering for reporting and communications purposes.
  • Coordinate and accompany photography, videography, and production vendors during field assignments.
  • Review and provide feedback on multimedia products to ensure quality and compliance with ASAS, IREX, and donor requirements.
  • Develop presentations, briefing notes, fact sheets, talking points, stakeholder engagement materials, and visibility products.
  • Produce high-quality impact stories and strategic communications products tailored to the needs and interests of specific audiences, including the Ministry of Education, the U.S. Department of State, IREX, universities, and other stakeholders.
  • Design, format, and brand communications, presentations, letters, reporting, and visibility products in accordance with ASAS, IREX, and donor branding and marking requirements.
  • Support the planning, documentation, and communications coverage of project events, workshops, site visits, and public engagement activities.
  • Support the development and dissemination of communications content across partner and stakeholder channels, as appropriate.
  • Perform other reporting and communications services directly related to the agreed scope of work, as mutually agreed between IREX and the consultant.


Deliverables and Duration: Consultancy of up to 45 working days with period of performance starting 1st October 2026 – 1st December 2026.

Preferred skills and Qualifications:
  • Bachelor's degree in communications, journalism, public relations, marketing, international development, education, or a related field.
  • Minimum 3-5 years of experience in reporting, communications, content development, knowledge management, or related fields.
  • Demonstrated experience developing high-quality reports, success stories, presentations, and strategic communications products.
  • Strong photography, videography, interviewing, and field documentation skills.
  • Experience covering events, workshops, and field activities and producing related communications content.
  • Strong understanding of donor-funded development programs and stakeholder communications.
  • Experience working with government entities, education sector programs, and international development organizations is preferred.
  • Proficiency in Microsoft Office and design tools such as Canva, Adobe Creative Suite, or equivalent.
  • Excellent English and Arabic writing, editing, and verbal communication skills.
  • Strong organizational skills and ability to manage multiple assignments and deadlines.

Reporting and Coordination:
The Senior Reporting and Communications Manager will serve as IREX’s primary point of contact for coordination, review, and acceptance of deliverables.
Modality of Delivery - this will be local consultation.
The consultant will independently manage the manner and timing of performing the services, subject to agreed deliverable deadlines and coordination requirements. The consultant may be required to work from the ASAS office or designated field locations when reasonably necessary for meetings, field activities, access to information, or completion of specific deliverables.

  • Financial Proposal: The proposed daily rate which cover all services required to deliver the outputs outlined in the Terms of Reference. Daily rate is payable in Jordanian Dinar (JOD) at the official bank exchange rate, before taxes and other regulatory deductions. IREX will make any tax or other statutory deductions from consultancy fees where required by applicable Jordanian law.

Renewal
IREX may at its discretion ask for additional information. Issuing this call does not commit IREX to select any consultant. 
Subject to satisfactory performance, continued programmatic need, availability of funding, and applicable IREX procurement requirements, IREX may extend the period of performance or enter into a subsequent consultancy agreement. Any extension or subsequent engagement will be subject to review of the scope of services, duration, level of effort, and appropriate contractual arrangement.
