About the Program
Early Grade Education Activity Asas  
The goal of the USAID-funded Early Grade Education Activity (EGEA) also known as the ASAS project (“Foundation”) is to advance national efforts to strengthen the caliber of pre-and in-service education and improve Kindergarten through Grade 3 foundational and socioemotional skills across the Kingdom of Jordan. This project will serve during its 5-year duration.  
 
IREX, as lead implementer of EGEA in Jordan, seeks the support of US higher education institutions (HEIs) with strong early-grade teacher/educator programs to provide technical assistance to Jordanian HEIs. The partnership intends to support three Jordanian HEIs to develop and gain accreditation for early-grade education programs. The partnership between US HEIs and Jordanian institutions within the Asas Preservice initiative aims to enhance Early Grade Pre-Service Teacher Education (PSTE) programs in Jordan by enhancing the capacity of Jordanian HEIs to deliver effective early-grade PSTE programs. This includes improving curriculum relevance, quality assurance systems, and access to education.   
 



Job Summary
IREX seeks qualified consulting Field Supervisors based in Amman, Jordan. ASAS is establishing a pool of fieldwork experts to support data collection activities planned for FY 2025–2027. Qualified candidates will be selected to remain on call and ready to engage as needed. The contracted timeframe for the Field Supervisor role will be from Feb 1, 2025 – Dec 31, 2025.

The primary responsibilities of the short-term field workers will include:
  • Supporting the MEL team in data collection (both quantitative and qualitative).
  • Assisting with notetaking and data transcription during focus group discussions (FGDs) and key informant interviews (KIIs).
  • Overseeing fieldwork, providing supervision, and coordinating field activities.
  • Oversee all fieldwork activities
  • Ensure data validity, reliability, and timeliness through data quality assurance
  • Ensure data completeness and consistency
  • Provide training to data collectors on tools, methodology, and implementation
  • Supervise the data collection and management process, including raw data and transcription
  • Monitor the data collection process, sampling, and quality control of data gathered by data collectors
  • Maintain data protection protocols to ensure secure storage and transmission of sensitive information.
  • Review and translate data collection tools as needed
  • Ensure accurate and secure data delivery
  • Develop and implement a fieldwork action plan
  • Enforce compliance with informed consent procedures, confidentiality, and participant privacy throughout data collection
  • Review data samples for quality assurance
  • Allocate tasks among data collectors
  • Identify and resolve logistical or operational issues that arise during fieldwork, such as equipment failures, access to locations, or participant availability
  • Oversee databases or data management software, ensuring proper data entry, organization, and storage
  • Create guidelines and procedures for data collection, storage, and sharing, ensuring compliance with legal and ethical standardsBottom of Form
  • Track the progress of field activities to ensure adherence to timelines and resolve any on-site challenges
  • Prepare and submit weekly field reports to the MEL team, detailing progress, issues encountered, and resolutions

Your Background
  • Bachelor’s Degree in statistics, data science, industrial engineering, international development, economics, social sciences, or related field.  
  • Demonstrated experience working on USAID projects preferred.  
  • Minimum of 3+ years of relevant experience in a MEL position supporting the execution of MEL activities on international development projects.
  • Good command of English and Arabic.  
  • Experience designing, implementing, and operating project M&E data management from project initiation to closeout stages.  
  • Experience planning, designing and managing surveys, assessments, and studies.  
  • Experience developing and refining data collection tools content and design.  
  • Experience digitizing data collection tools using different open sources and mobile application tools (Kobo toolbox, open data kit).  
  • Experience analyzing quantitative and qualitative data.   
  • Experience with data quality assessments and oversight.  
  • Good knowledge of program implementation, monitoring and evaluation techniques and practices.  

Your Skills
  1. Bachelor’s degree in social sciences, public administration, MIS, statistics, psychology, or a related field
  2. At least 4-6 years of experience in survey fieldwork or data collection, and supervisory roles.
  3. Exposure to qualitative and quantitative research methodologies.
  4. Familiarity with M&E concepts, particularly data quality assurance protocols.
  5. Willingness to travel to remote or rural areas.
  6. Ability to work long hours in the field under challenging conditions.

Issuing this call does not commit IREX to select any consultant. IREX reserves the right, based on availability of funding and consultant performance, to increase the duration and/or enter into subsequent contractual agreements with the selected experts without re-publicizing the opportunity for a period of up to three years.
