Summary of Position:
IREX seeks a qualified technical Deputy Chief of Party for the anticipated $12M, five-year USAID-funded New Higher Education Capacity Development Activity in Lebanon. This activity will aim to provide technical assistance and institutional capacity building to local higher education institutions and to key official higher education entities in areas such as strategic planning, administrative and financial management, and collaboration with other stakeholders, to improve their effectiveness at the system level and to develop linkages with the private productive sector,  
Based in Beirut, the DCOP will provide technical and strategic support and expertise to the program and serve as a significant liaison with USAID/Lebanon, other implementing partners, and key stakeholders. The DCOP will have demonstrated the ability to work in complex environments and manage diverse teams to deliver impact. 
**Only citizens of Lebanon or permanent residents with work authorization will be considered. This position is contingent on funding**
Primary Responsibilities:
  • In coordination with the Chief of Party (COP), provide day-to-day management and overall technical direction and coordination of project activities
  • Provide technical leadership in design and work planning across program activities and lead implementation of activities ensuring coordinated higher education institutional performance improvement and effective and sustainable collaboration among higher education institutions, industry, and government stakeholders to improve teaching and learning, research, and innovation.
  • Direct capacity development of local Lebanese organization(s) to enable their independent receipt of donor funding for higher education institution performance improvement activities.
  • Contribute to MEL and reporting efforts by reviewing and assessing work plan activities with the leadership team to ensure progress and achievement of desired results, supporting reflection and adaptation, and providing strategic input into key messaging for reports and communications
  • Promote team collaboration and identify synchronization opportunities across technical and functional teams
  • Manage and support implementing partners and subawardees to ensure effective action across the consortium.
  • Develop and maintain effective working relationships with a wide range of key stakeholders including government officials, donors, implementers, private sector, civil society among others
  • Liaise with international partners, other donor projects, and other organizations to facilitate cooperation, collaboration and partnerships
  • Serve as acting COP in the absence of the COP.
  • Other duties as assigned

Minimum Qualifications: 
  • Master’s degree in a relevant field or bachelor’s degree with 10 years of relevant experience
  • At least 8 years of experience with higher education initiatives and reform, local organizational capacity development or a relevant related field.
  • Prior experience working with donor funded initiatives.
  • Relevant prior experience in Lebanon and/or the Middle East region.
  • Demonstrated ability to develop and flexibly manage workplans and budgets to maximize impact and meet program objectives on time and on budget.
  • Demonstrated technical expertise improving the performance of core functions by higher education institutions, including student-centered teaching and learning, research, and supporting effective and sustainable collaboration among higher education institutions, industry, and government stakeholders to improve teaching and learning, research, and innovation.
  • Demonstrated technical experience in entrepreneurship programming and youth workforce development.
  • Tangible results in building administrative and technical capacity of local organizations.
  • Demonstrated success in establishing strong working relationships with higher education institutions, senior government officials, local educational organizations, industry, international donors, and other stakeholders.
  • Proven experience building consensus among diverse actors.
  • Demonstrated ability to provide technical direction and written inputs into program reports and communications.
  • Excellent leadership and interpersonal skills.
  • Advanced fluency in English, required. Fluency in Arabic required.
