  1. Background
The Higher Education for Innovation and Growth (HEIG) Activity is a five-year cooperative agreement funded by the U.S. Department of State. It aims to enhance Jordanian higher education institutions’ (HEIs) capacity to deliver student-centered, market-relevant education and strengthen collaboration with industry.
As part of its system-level reform agenda, HEIG will establish a HEI Peer Network — a structured national platform that enables Higher Education Institutions (HEIs) to collaborate, share best practices, and co-create solutions to common challenges. The network will serve as a mechanism for educational diplomacy, institutional resilience, labor market alignment, and innovation.
To ensure an evidence-based and sustainable design, HEIG seeks a short-term technical consultant to lead the research and support the design of the network’s model, including governance, operational structure, and sustainability framework.
  1. Objective
The consultancy aims to design and operationalize the HEI Peer Network through:
  • Evidence generation via desk research.
  • Stakeholder engagement and consultation.
  • Development of governance and operational frameworks.
  1. Scope of Work
Research and Analysis
  • Conduct national and regional desk research on similar universities networks (national and regional review): governance structure, missions/objectives, membership and business models, activities/services, and sustainability.
  • Analyze the different experiences and provide summary on advantages and disadvantages of each of them, as well as a literature review on best practices/lessons learned for HEI peer networks.
  • Prepare a summary analysis report.
Stakeholder Engagement
  • Map key stakeholders of relevant initiatives in Jordan to be interviewed.
  • Develop a structured questions guide for the Key Informant Interviews (KIIs) that will be conducted by HEIG team with key stakeholders.
  • Synthesize findings to shape the governance and operational model.
Network Model Development
  • Develop a draft HEI Peer Network model, including governance structure, operational pillars, ToRs, SOPs, and provide initial input for the network’s plan of activities based on the findings of the previous steps.
  • Integrate sustainability considerations to ensure long-term effectiveness.
Design Validation
  • Attend the HEIs validation workshops and meetings that will be organized and facilitated by HEIG team with HEIs, where the draft model will be presented, and gather HEIs feedback.
  • Finalize the design package based on validation workshop outcomes.

  • Research & Analysis Report.
  • Stakeholder’s KIIs Questions Guide.
  • Draft Network Design Package (governance, operational structure, ToRs, SOPs, and action plan).
  • Final Network Design Package (governance, operational structure, ToRs, SOPs, and action plan).
  1. Consultancy Period
The consultancy will take place from Feb 1, 2026 – April 15, 2026, with an estimated level of effort 15 working days. The consultant will work closely with the HEIG Technical Team and the Senior Performance Improvement Manager.

Interested consultants are required to submit the following:
  • Daily rate. 
  • References. 
  • Technical experience relevant to the scope of work outlined above. 
  • Proof of residency in Jordan
