Role Summary
The Deputy TAS Manager will support the TAS Manager in overall coordination, implementation, and quality assurance of the Technical Advisory Services (TAS) to the Ministry of Education (MoE) under the German Financial Cooperation portfolio. This position focuses on strengthening managerial systems, institutional coordination, and capacity building within MoE departments responsible for planning and executing education sector reforms and investments.
Key Responsibilities
- Support overall project coordination, planning, and stakeholder engagement under the TAS program.
- Facilitate inter-departmental coordination across MoE directorates and ensure alignment with FC-funded project objectives.
- Strengthen management, monitoring, and planning systems at MoE through practical tools, guidance, and coaching.
- Lead the development and delivery of training and on-the-job mentoring for MoE managerial staff.
- Support preparation of work plans, performance reports, and monitoring data for submission to KfW and MoE.
- Represent TAS in meetings with MoE, KfW, and other development partners when delegated by the TAS Manager.
- Promote organizational learning, institutional sustainability, and continuous performance improvement.
Minimum Qualifications
- University degree (Bachelor’s or higher) in education, public administration, management, or a related field.
- At least 7 years of professional experience in the education sector.
- At least 5 years supporting government stakeholders in institutional coordination, project management, or systems strengthening.
- Experience in at least 3 projects serving as Deputy Project Manager or equivalent for an Accompanying Measure project.
- Experience in internationally funded projects, preferably with KfW or other bilateral donors; experience with the Jordanian MoE highly desirable.
- Membership in a recognized Jordanian professional association (e.g., Jordan Engineers Association or other relevant body).
- Excellent interpersonal, facilitation, and problem-solving skills.
- Experience in Jordan required.
- Fluent in Arabic and English (spoken and written).
