Subject: REQUEST FOR COMMERCIAL OFFERS: procurement of a data and document processing consultant 

IREX invites consultants to submit offers/bids for procurement of data and document processing consultancy services.

IREX requests bids from consultants to provide the following consultation services: 

• tracking changes in tax legislation and providing consultations about these changes,  
• tracking of accounts receivable and accounts payable balances, 
• preparation of reconciliation acts with counterparties,  
• monthly processing of documentation and preparation of monthly tax reports,  
• timely submission of monthly and quarterly tax reports,  
• inventory and write-off of fixed assets and inventory,  
• assistance in financial matters 

A response to this request must include the following information:  

• Cover letter and CV of the consultant  
• Daily Rate in USD

Any consultant responding to this request must submit the quote via email: [email protected]  

The offers must be presented to IREX not later than March 15, 2024  

The quote period begins March 6, 2024 and ends on March 15, 2024  

IREX reserves the right to request additional information from any or all-responding tax consultant to assist it in its evaluation process. 

The application will be evaluated on the following criteria: 

• Familiarity with Kyrgyz tax legislation and audit procedures and labor law – 40 pnts 
• 3+ years experience in tracking accounts payable and receivable – 30 pnts 
• 3+ years of experience in inventory write-off and managing fixed-assets – 10 onts 
• Experience preparing and submitting monthly/quarterly/yearly  tax reports – 20 pnts 

The length of the contract is expected to be from March 15, 2024 – August 31, 2024. 

This announcement does not obligate IREX Kyrgyzstan to pay any costs incurred in the preparation and submission of the commercial offers. Furthermore, IREX Kyrgyzstan reserves the right to reject any and all offers if such action is in the best interest of organization. IREX also reserves the right to remove one or more of the services from consideration for this contract should the evaluation show that it is in IREX’s best interest to do so. IREX also may, at its discretion, issue a separate contract for any service or groups of services included in this RFO. IREX reserves the right to make amendments to the volume and cost of services as agreed with the selected vendor or may negotiate additional provisions to the contract awarded under this RFO.
