Role Summary
The TAS Manager (Team Leader) will provide overall strategic, managerial, and technical leadership for the Technical Advisory Services (TAS) to the Ministry of Education (MoE), Jordan program, financed by KfW Development Bank. This role will oversee all aspects of the TAS assignment, ensuring the delivery of high-quality advisory and capacity-building support to MoE directorates, alignment with ongoing German Financial Cooperation projects, and compliance with KfW requirements.
Key Responsibilities
- Provide overall direction, coordination, and quality assurance for all TAS activities under Work Packages A and B.
- Serve as the main point of contact for MoE, KfW, and other FC-funded implementing agencies.
- Lead preparation and implementation of annual work plans, performance frameworks, and monitoring systems.
- Oversee short-term experts, ensuring technical coherence and consistency across advisory inputs.
- Manage communication, reporting, and risk management, ensuring timely submission of deliverables.
- Ensure close coordination with the Project Execution Agency (PEA) and support harmonization among ongoing FC projects.
- Promote institutional learning, adaptive management, and continuous improvement in TAS delivery.
Minimum Qualifications
- Master’s degree in education, economics, public administration, engineering, or a related field.
- At least 10 years of professional experience in managing complex technical assistance or capacity development programs, preferably in education sector reform.
- Proven experience in leading multidisciplinary teams and providing strategic advisory services to government institutions.
- Demonstrated familiarity with KfW or other donor-funded Accompanying Measure (AM) programs
- At least 7 years of experience in AM-project cycles including needs assessments, planning, tendering, and monitoring
- Experience in at least 3 AM projects as Project Manager or in similar position overseeing project progress of similar scale and nature involving technical assistance and procurement of goods and services
- Strong understanding of institutional strengthening, public financial management, and inter-ministerial coordination.
- Excellent leadership, communication, and relationship management skills.
- Regional experience in MENA; Jordan experience preferred.
- Fluency in English required; Arabic proficiency an asset.
