Role Summary 

The Procurement Expert will lead all procurement-related advisory and support activities within the TAS team, ensuring compliance with both Jordanian public procurement law and KfW guidelines. This expert will work closely with MoE’s Procurement, Supplies, and Buildings Departments to strengthen procurement planning, document preparation, and contract management capacity. 

Key Responsibilities 

• Advise MoE on procurement strategies, tender preparation, and contract management for goods, works, and services. 
• Develop or improve standard bidding documents, templates, and evaluation tools in line with KfW and GoJ requirements. 
• Support the tendering process for FC-funded investments, including prequalification, evaluation, and award procedures. 
• Provide capacity building to MoE staff in procurement planning, evaluation committees, and records management. 
• Ensure all procurement processes are transparent, timely, and compliant with KfW and national standards. 
• Contribute to TAS monitoring reports, highlighting procurement progress, challenges, and lessons learned. 
• Coordinate with the TAS Manager, MoE, and ISS technical experts to align procurement schedules with program implementation. 

Minimum Qualifications 

• University degree (Bachelor’s or higher) in engineering, business administration, or a related field. 
• At least 7 years of professional experience in procurement, ideally under international financial institution, KfW experience is preferred. 
• At least 5 years of relevant experience as procurement expert conducting procurements of the mentioned types (mainly goods and consulting services) via different processes (e.g. direct award, obtaining quotations, single- and multi-stage tendering), including the use of relevant evaluation methods (e.g., lowest price, quality and cost-based selection). 
• Experience in at least 3 similar projects (procurement processes for contracts exceeding 5 million EUR) for goods and consulting services. 
• Experience in donor-funded infrastructure or education sector programs required; KfW experience an asset. 
• Membership in a recognized Jordanian professional association (e.g., Jordan Engineers Association or equivalent). 
• Experience in Jordan required. 
• Fluency in Arabic and English (spoken and written).
