Background of the USAID Pre-Service Teacher Education in Jordan Activity:
Working with stakeholders, USAID Pre-Service Teacher Education in Jordan Activity is supporting partner public Jordanian Universities (University of Jordan, Hashemite University, Mu’tah University, and Yarmouk University) to successfully implement a pre-service teacher education program. The first two cohorts have been completed and enrolled students are currently in their third cohort of the diploma. Concurrently, IREX is also supporting the Government of Jordan to raise the status of the teaching profession and improve its systems, policies, and practices related to preservice teacher education.

Your Background & Skills
Required Abilities and Experience
  • At least 10 years of experience with Higher Education Quality Assurance and Accreditation processes and activities.
  • Experience working with Higher Education Institutions within the Arab world.
  • Excellent analytical, writing, and communication skills in English.
  • Arabic and English language (ability to clearly and effectively communicate technical and content-specific topics in both languages and field professional conversation)

Preferred Abilities and Experience
  • Experience with Council for the Accreditation of Educator Preparation (CAEP) accreditation processes and requirements; alternatively, experience with similar education accreditation frameworks to CAEP.
  • Demonstrated Experience as a CAEP Evaluator or member of a CAEP accreditation team
  • Experience conducting training and capacity building activities within higher education institutions

Your Daily Tasks
The consultant will work closely with two partner Higher Education universities in Jordan over an estimated period of 6 months to support them in reviewing accreditation documents and processes and in collecting evidence needed for their CAEP accreditation applications, including writing their Self Study Reports (SSRs) and preparing for the assessment site visits. The consultant will provide ongoing technical and operational guidance to the universities and participate in the accreditation workplanning and implementation meetings and sessions.
In addition, the consultant will support the Activity in implementation of key recommendations gained from the Activity’s existing self-assessment process and sustainability roadmap, and facilitating organizational systems improvement, program quality, and sustainability of the new pre-service teacher education programs and its aims.  This consultancy will be based in Jordan at partner university location(s).
CAEP specific experience is not required to be selected for this position, however successful applicants should clearly explain and detail their applicable, transferrable skills and experiences with other similar and/or relevant higher education accreditation and quality assurance frameworks that they would draw upon to complete this assignment.  IREX CAEP technical staff will support this position and provide guidance and collaboration in the event that a successful candidate can demonstrate their expertise and experience with relevant other accreditation frameworks and transferrable skills to CAEP processes.


Duties and Responsibilities
Working closely with the Program’s technical team and reporting to the Senior University Partnerships Manager, the consultant will work on the following areas:
  • Work with two higher education universities in collaboration with the Activity’s CAEP technical experts and field team to develop systems and processes and be responsible for collection of evidence to support CAEP Accreditation applications.   
  • Work with the Activity’s CAEP technical experts and the universities' CAEP committees on writing, reviewing, and finalizing their Self Study Reports (SSRs)
  • Facilitate cultural change within the universities’ education colleges to support evidence-based decision-making, student-centred learning and enhanced use of technology in the classroom in line with CAEP standards,
  • Work with the assigned partner universities to identify performance improvement solutions/technical assistance needed to make and sustain desired performance improvements and draft a set of Terms of Reference for this work, 
  • Build capacity within the universities in line with the Activity's 12-month sustainability roadmap as a framework for technical assistance,
  • Write monthly assessment and progress reports in English in line with the action plan.

Evaluation Criteria
To qualify for this consultancy, candidates must have the qualifications and experience in each of the areas listed under “Required Abilities and Experience,” and be able to provide examples for these. They must have excellent Arabic and English skills.

Candidates who have the required abilities and experience will be more competitive if they can also demonstrate experience and skills listed under “Preferred Abilities and Experience,” and especially if they are familiar with types of partners and settings within which IREX works.
