IREX (International Research & Exchanges Board) is seeking consultant to support the uploading, organization, and verification of training materials on the Ministry of Education (MoE) e-training platform, in coordination with the In-Service team for ASAS project implemented by IREX in Jordan.
About ASAS:
“ASAS” activity which is funded by USG is intended to advance national efforts to strengthen the caliber of pre- and in-service teacher education and improve Kindergarten through grade three (KG-G3) foundational and socio-emotional learning (SEL) skills across the Kingdom of Jordan. ASAS will support the development of a locally led, high-caliber early grade system, linking pre-service teacher education (PSTE) and teacher in-service professional development, with the capacity to sustainably equip over 23,500 resilient early grade teachers and educator leaders across the Kingdom of Jordan to inclusively deliver enhanced curricula, teaching, and learning materials (TLMs), and assessments to increase socio-emotional learning (SEL) outcomes to over one million students over five years, including those most marginalized, and use research and data to learn and adapt policies and processes to maximize returns on investment (ROI).
Background:
The consultant(s) is expected to work closely with the In-Service team to fulfil his/her tasks to the expected quality and IREX standards. He/she will be assigned tasks as planned and deemed appropriate by IREX.
The main role of the consultant will be to upload, organize, and verify training materials on the MoE e-training platform, ensuring accessibility, functionality, and compliance with technical and pedagogical standards.

The criteria are listed in descending order, starting with the most important factors to be evaluated.
1. Experience working with e-learning platforms or Learning Management Systems (e.g., Moodle, Blackboard, or similar). (40%)
2. Proven experience in uploading, organizing, and managing digital training content. (25%)
3. Familiarity with SCORM packages, multimedia formats (PDF, MP4), and interactive learning tools. (25%)
4. Ability to meet deadlines. (10%)
IREX may at its discretion ask for additional information or perform site visits. IREX may accept multiple bidders and partial bids for the services requested.
Renewal IREX may at its discretion ask for additional information. Issuing this call does not commit IREX to select any consultant. IREX reserves the right, based on availability of funding and consultant performance, to increase the duration and/or enter into subsequent contractual agreements with the selected experts without re-publicizing the opportunity for a period of up to three years.

1. Preparation phase:
- Review all training materials for completeness and compatibility.
- Organize materials by course/module as per MoE guidelines.
- Create course structure on the e-training platform.
- Upload documents, videos, and interactive content.
- Add metadata (tags, keywords) and permissions.
- Test all uploaded files for functionality (open, play, navigate).
- Validate quizzes and interactive elements.
- Resolve upload errors and formatting issues.
- Prepare a summary report of uploaded materials and recommendations.
- Consultancy of up to 25 working days with period of performance starting 1st March 2026 – 30 April 2026.

Preferred skills and Qualifications:
- Language proficiency requirement: Proficiency in Arabic is mandatory, while proficiency in English is considered advantageous.
- Bachelor’s degree in Information Technology, Computer Science, Educational Technology, or a related field.
- Minimum 3 years of experience working with e-learning platforms or Learning Management Systems (e.g., Moodle, Blackboard, or similar).
- Proven experience in uploading, organizing, and managing digital training content.
- Familiarity with SCORM packages, multimedia formats (PDF, MP4), and interactive learning tools.
- Experience in quality assurance and troubleshooting for online training content.
- Knowledge of metadata tagging, course structuring, and user access management.
- Ability to work with large volumes of files and maintain accuracy.
- Attention to detail and organizational skills.
- Ability to meet deadlines and work independently.
- Good communication skills for reporting and coordination with MoE teams.
- The consultant will be reporting to the Senior In-Service Teacher Education Quality Improvement Manager. Modality of Delivery - this will be local consultation

- Financial Proposal: The proposed daily rate which cover all services required to deliver the outputs outlined in the Terms of Reference. Daily rate is payable in Jordanian Dinar (JOD) at the official bank exchange rate, before taxes and other regulatory deductions. IREX will withhold any required taxes, pensions, and other contributions which will be forwarded to the proper government agencies in accordance with the laws and/or statutes of Jordan.
